RURAL POVERTY ALLEVIATION UNDER CHANGING ECONOMIC CONDITIONS IN THE PHILIPPINES * * Prepared by Truman T. Cainglet Regional Director National Economic and Development Authority Region VI Iloilo City. Assessment of rural poverty Official estimates of the incidence of poverty and subsistence poverty in the Philippines are based on an official poverty threshold. The incidence of poverty and subsistence poverty refer to the proportion of families whose incomes fall below the official estimates of the poverty line (or threshold) and subsistence poverty (or poverty threshold). When a familys total income does not even cover the cost of its basic minimum food needs for adequate nutrition of each household member (i.e. 2000 calories per day and 80 to 100 per cent of vitamins and minerals) then the family is considered subsistence poor. If a family has enough income to cover its subsistence food needs but not its basic non-food expenditures (e.g. clothing footwear housing utilities medical care education etc. but excluding expenditures on alcoholic beverages tobacco durable equipment recreation and other miscellaneous expenditures) then the family is considered officially poor. In 1994 a person would have needed at least P 8969 (equivalent to US$ 345 at US$ 1 = P 26) to meet annual food and non-food needs an increase of 22.8 per cent compared with the 1991 threshold of P 7302. The incidence of poor Filipino families in 1994 was 35.7 per cent which is 4.2 percentage points lower than the 1991 figure of 39.9 per cent. In 1991 some 60.7 per cent of poor families or about 2.8 million were in areas classified as rural. A sharp reduction of 15 per cent in the share of rural poor to the total number of poor families between 1985 and 1991 was noted.
