Content Inside: SmallBusinessHealthInsurancePromotionActof 2005 makinghealthinsurancemoreaffordableandacce ssible forAmerica’ssmallbusinesses I.Taxcredittohelpdefraythecostsofhealthins uranceandencouragemoreemployers toofferinsurance: Availabletoanysmallemployer(2‐50empl oyees)whoprovidescoveragethrougha qualifiedpoolingarrangementandwhoofferscov eragetoallemployees; Availabletoanyself‐employedindividua lwhogetscoveragethroughaqualified poolingarrangement; Taxcreditequalto50percentoftheemployerR 17;scostofhealthinsurancecoverage; Smallbusinessesandself‐employedindiv idualsreceivethetaxcreditfor4years; Participatingemployerswhoincreasethenumber ofemployeestoover50after qualifyingforcreditcontinuetoreceivethecre ditfor4years;and Billprovidesadditionaleconomicstimuluseven tosmallemployerswhocurrently offercoverage. II.Qualifiedpoolingarrangementsreducecosto fhealthinsuranceandhelpmake coveragemoreaccessible: DirectsOfficeofPersonnelManagement(OPM)inc onjunctionwithDepartmentof Labortoestablishanationalmulti‐insur erpoolwherebusinessescanusetheir taxcredit. Statesattheiroptionmayestablishtheirownsma llemployerhealthinsurancepool wherebusinessescanusethetaxcredit; Employersandself‐employedindividuals choosewhichpooltoparticipatein; Qualitycoverageguaranteed‐‐cov erageineachpoolmustbesubstantiallysimilar tohealthcoverageofferedinanyofthefourlarge sthealthplansbyenrollmentin theFederalEmployeesHealthBenefitProgram(FE HBP); Protectionstoensureaccesstocoverage; Guaranteedchoiceofplans; PoolingarrangementsareavailabletoALLsmalle mployersandtheself‐employed (eventhosenotusingthetaxcredit);and InstituteofMedicinedirectedtostudyexpandin gthepoolstootheremployers.
