Introduction. Pursuant to the Provisions of Chapter 5 and Sections 5-15 and 5-16 of the Revised Municipal Code of the City and County of Denver the following Rules and Regulations for the management operation control and use of the Denver Municipal Airport System are hereby adopted and issued effective March 9 1994 or such later date as is established by the City as the opening date of Denver International Airport. All rules and regulations previously issued or adopted are hereby revoked and supplanted as of such date. B. Authority. The revised Municipal Code of the City and County of Denver as amended provides in part as follows: Sec. 1.13.8 General Penalty. (a) Whenever in any section of this Code or any section of a rule or regulation promulgated hereunder the doing of any act is required prohibited or declared to be unlawful and no definite fine or penalty is provided for a violation thereof any person who shall be convicted of a violation of any such section shall for each offense be fined in a sum not more than Nine Hundred Ninety-Nine Dollars ($999.00) or imprisoned not to exceed one hundred and eighty (180) days or both so fined and imprisoned. Each day an offense and violation continues shall constitute a separate offense and violation. (b) The suspension or revocation of any license certificate or other privilege conferred by the City shall not be regarded as a penalty for the purpose of this Code but shall be in addition to the penalty provided in subsection (a). Sec. 5.13. Permit or Contract Necessary to Use Airport Facilities. (a) It shall be unlawful for any person to use the Denver Municipal Airport System as a base or terminal for commercial aviation activities or for any person to conduct any business or concession upon the Denver Municipal ...
