Content Inside: The Tacis Programme is a European Union initiative to provide grant-financed technical assistance to support the process of transition to market economies and democratic societies in the New Independent States and in Mongolia. Since 1991, it has committed over 4,225 million euro and launched over 3,500 projects. These companies could well serve as examples for other pharmaceutical companies in Ukraine.†Dr. Werner Gielsdorf, Team Leader Context Economic hardship and non-availability of supply, together with an underfunded and unsustainable health insurance and reimbursement system, seriously hamper the population’s access to pharmaceuticals in the New Independent States. Currently, the pharmaceutical industry is one of the fastest growing industries in Ukraine and profitability levels are high. However, the regulatory framework is a complex maze of laws and regulations that were partially inherited from the old Soviet system and partially introduced after Ukraine gained independ- ence. Many of the latter developed from a political desire to join the European Union. The pharmaceutical sector must adhere to European quality standards if it wishes to pursue its goal of being EU GMP (Good Manufacturing Practice) compliant by 2002. This will require sizeable financial investments, new technologies and know-how. The pharmaceutical sector is facing challenges in the areas of production - existing facilities are often in poor condition – and finances and marketing. Authorities are keen to create a framework to harmonise the regulatory system with that of the EU and to improve the efficiency and effectiveness of the existing system.
