ACTION : Notice of approval of a demonstration project final plan. SUMMARY : Title VI of the Civil Service Reform Act now codified in 5 U.S.C. 4703 authorizes the Office of Personnel Management (OPM) to conduct demonstration projects that experiment with new and different human resources management concepts to determine whether changes in policies and procedures result in improved Federal human resources management. This demonstration project is designed to replicate many of the features of the National Institute of Standards and Technology (NIST) demonstration project created by Congress pursuant to the National Bureau of Standards Authorization Act for Fiscal Year 1987 (Pub. L. 99-574). This project will cover units of four Department of Commerce (DoC) organizations: (1) Technology Administration Office of the Under Secretary Office of Technology Policy (2) Economics and Statistics Administration Bureau of Economic Analysis (3) National Telecommunications and Information Administration Institute for Telecommunication Sciences (4) National Oceanic and Atmospheric Administration Units of the Office of Oceanic and Atmospheric Research Units of the National Environmental Satellite Data and Information Service Units of the National Marine Fisheries Service DATES : This demonstration project will be implemented on March 24 1998.
