Since the latter provides the market for the former promoting business-friendly strategies in financing and delivering medical services improves the business of biomedicine. Does it also promote justice in meeting medical needs? I shall examine several recent market-friendly strategies I call them promisesthat were promoted as ways to improve the health system and suggest that each has already proven a broken promise or is soon likely to be. Specifically I consider briefly each of the following: the promise in the 1990s that promoting managed competition among health plans will rein in medical costs; the current claim that consumer-driven health plans will not only contain medical costs but lead to improved welfare of enrollees; the claim that competing private drug plans subsidized generously and shie ...
