A quick review of key initiatives and actions in 2004-05 make it clear that California has entered a new era of predictive stability for business investment: • Californians approved Propositions 57 and 58, ballot measures proposed by the Governor to limit state spending and refinance the state’s debt burden; • The Legislature passed the Governor’s comprehensive workers’ compensation reform bill (SB 899) that will reduce costs to the system by billions of dollars; • The Governor has directed the PUC to implement energy reform measures that encourage healthy wholesale and retail competition which translates into system reliability and lower bills for customers; • The Governor announced the not-for- profit California Commission for Jobs and Economic Growth http://www.4cajobs.com/ to help him tell the world that California is open for business and to continually identify and remove obstacles to job creation; • The Governor championed Proposition 71 – the Stem Cell Research Initiative.
